MUNICIPAL COUNCIL OF ELDORET REGULATIONS
- Each department identifies the vacant posts
- The identified posts are taken to the Town Clerk who then takes them to the Council Staff Committee
- From Scale 1 - 9, the identified posts are sent to the Public Service Commission
- From Scale 10 - 19, the posts are advertised locally through posters within a set time limit
- The applicants forms are screened and short listing is done
- The short listed applicants are then invited for oral / written interview
- The qualified applicants are then sent a Letter of Offer
- Those who accept the Offer become employees of the Municipal Council
NB: Legal Notice No 72 of the Public Service Commission Act (Cap 185) gives Local Authorities, powers of appointment by notifying the Public Service Commission of the vacancies in the Council, at least twenty one (21 days) days before commencing the exercise.
Within twenty one (21 Days) days after exercising the powers, the Council must notify the Public Service Commission of the particulars of the Local Authority officer appointed or promoted.
The Minister of Local Government in 2003 put a ban on the employment of officers in all Local Authorities. The ban is still in effect to date.
